ResumoA dissertação de mestrado que aqui se apresenta centra-se na temática da hierarquia, poder e decisão no contexto da Administração Universitária na Universidade Nacional de Timor Lorosa’e - UNTL, universidade pública implantada em Díli. A questão da hierarquia, poder e decisão na administração da UNTL diz respeito ao modo como decorre a administração e gestão universitária nesta instituição. Esta questão poderá ter repercussões na gestão do ensino superior. Assim, com esta investigação, pretende-se captar, conhecer e analisar as representações dos professores desta universidade sobre o ethos institucional, as tensões, os desafios e as contradições inerentes a uma agenda internacional de modernização assumida por esta universidade bem como sobre o tipo de liderança, a função dos líderes e os modos de tomada de decisão. Este estudo, centrado na análise da organização universitária, particularmente em três aspectos importantes (hierarquia, decisão e poder) incidiu sobre seis dimensões fundamentais (processo decisório, relações de poder, distribuição de poder e autoridade, autonomia e democraticidade e estrutura e modelo organizacional) procurou apresentar a perspectiva histórica do desenvolvimento da UNTL e o seu papel na sociedade timorense e abordar diferentes modelos conceptuais e teóricos, para ajudar a compreender esta universidade como organização burocrática, política e como estrutura de funcionamento bifacial. Na investigação foi utilizada uma metodologia mista que concilia dois tipos de processos: um de natureza qualitativa e outro de natureza quantitativa, de forma a captar as percepções dos docentes e dos líderes desta universidade, obtidos através do preenchimento questinários e da realização de entrevistas semiestruturadas. Verificou-se que a UNTL revela uma estrutura complexa, apresentando um cunho burocrático e político. Não existe prevalência de um único modelo, e nenhum deles se manifesta de forma rígida. No que se refere às dinâmicas da acção, eles fundem-se. Se, por um lado, o modelo burocrático está “representado” pela verticalidade de todo o organograma, por níveis hierárquicos de influência e de poder e por normas que orientam o funcionamento da organização, por outro, há lugar à manifestação de lógicas políticas, que Millet (1978) define como “arena política”. Essa arena é resultante das discussões e confronto de interesses e opiniões dos actores ao nível dos departamentos, como das faculdades e órgãos de chefia, havendo lugar à participação e debate de ideias. Há, pelo menos, a “permissão” de participação no processo de tomada de decisão, o que, face à divergência de interesses, conduz à “negociação”, como refere Bush (1986). Torna-se complexo situar a UNTL dentro de um só modelo, pelo que se justifica encarála numa dualidade que permite enquadrá-la num modelo bifacial, que contemple as dimensões burocrática e política. Se, por um lado, há lugar à negociação, há participação democrática no processo de tomada de decisão, na manifestação de ideias, etc., por outro, as decisões finais e o devido veto ou homologação passam pelo Reitor e pelo Conselho Geral, já que estes órgãos de gestão têm o poder de intervir em todos os campos. Em suma, concluímos que a UNTL está ainda a ajustar o seu modelo de organização visando adquirir maior eficácia na sua gestão de modo a responder às exigências decorrentes da necessidade de se afirmar como uma universidade de referência em Timor-Leste.
The present dissertation focuses on the thematic hierarchy, power and decision in the context of University Administration at National University of Timor Lorosa’e - UNTL, public university in Dili. The subject of hierarchy, power and decision making in the administration of the UNTL concerns to the university´s administration and management. This matter may have effects in the management of university education. Thus, with this research, we intend to capture, understand and analyze the teacher´s and administrator´s representations at this university based on the institutional ethos, the tensions, challenges and contradictions belonging to an international agenda of modernization undertaken by the university as well as the kind of leadership, the role of leaders and decision-making modes. This study focused on the analysis of the university´s organization, particularly in three important aspects (hierarchy, decision making and power) concentrated on six key dimensions (decision-making processes, power relations, distribution of power and authority, autonomy and democracy and organizational model and structure) sought out to present the historical perspective of the development of the UNTL and its role in the East Timorese society and address several theoretical and conceptual models in order to help understand the university as a bureaucratic and political organization and as a bifacial operation structure. In the investigation we used a mixed methodology that combines two types of procedures: one qualitative and one quantitative, in order to capture the perceptions of the teachers and leaders of the university, obtained by completing questionnaires and semi structured interviews. It was found that the UNTL reveals a complex structure, presenting a bureaucratic and political stamp. There is no predominance of a single model, and none of them manifest themselves firmly. With regards to the action dynamics, they merge. If, on the one hand, the bureaucratic model is "represented" by the verticality of the entire chart for hierarchical levels of influence and power and norms that guide the functioning of the organization, on the other, there is place for expressions of political logics, which Millet (1978) defines as "political arena". This arena is a result of discussions, conflicting interests and opinions of the actors in the departments, as well as the colleges and managerial bodies, making room for the participation and debate of ideas. There is, at least, the "permission" to participate in the decision making process, which given the divergence of interests leads to "negotiation" as regards Bush (1986). It is complex to include the UNTL within a single model, which justifies seeing it in a duality mode allowing it to fit into a bifacial model, comprising both bureaucratic and political magnitudes. If, on the one hand, there is space for negotiation, there is democratic participation in the decision-making process, in the expression of ideas, etc.., on the other, the final decisions and the veto or approval are up to the Principal and General Counsil since these governing bodies have the power to intervene in all the fields. In sum, we conclude that the UNTL is still fit its model of organization in order to gain greater efficiency in its management so as to meet the demands arising from the need to assert itself as a university of reference in East-Timor.
